Stewards Dept Shower Skeleton Key

I have not been able to find out much of anything about this skeleton key.  Googling 'Stewards Dept,' brings me to a Maritime Careers link so I can only assume it's from the military.  If not someone please feel free to correct me.  They key is in great condition and it has the # 21 on it.
